CVLR: Hidden or Forgotten Steps and Stairways in Eau Claire

Eau Claire has two levels – a riverbank level and an upper level. Historically as well as now, public stairs (Sometimes called “Angel Flights”) were one important way up and down. Some are still in daily use; others are abandoned and mostly forgotten. How did these stairways come to be? How were they used? Why are some still in use and others not?
